Palliative Care Services

 

These services are aimed at the supply of specialist and palliative care drugs, the demand for which may be urgent and/or unpredictable and takes place during normal opening hours for the community pharmacy or commissioned extended hours e.g. Sunday/public holiday rota. They are not commissioned in every pharmacy but are commissioned in order to provide sufficient out of hours coverage across the widest geographical area.

Aims and Intended Service Outcomes

  • To improve access for people to these specialist medicines when they are required by ensuring prompt access and continuity of supply.
  • To support people, carers and clinicians by providing them with up to date information and advice, and referral where appropriate.

Funding and payment

Waveney Service

An annual retainer fee of £400 will be paid in quarterly instalments to all pharmacies operating under this scheme. Any pharmacies joining the scheme part way through will receive a pro-rata payment. An annual fee of £100 for audit reports will also be made,  these reports are required on a quarterly basis and payment of £25 per quarter will be made following receipt of reports.

The reimbursement of drug costs and remuneration for this service will be met through the normal route for NHS prescriptions.

The CCG will not reimburse any new pharmacies signing up to this service, for the cost of any date expired stock held prior to starting this agreement. Claims made for drugs expiring within 12 months of signing this SLA will require proof that they were not held in stock prior to signing this agreement.

East and West Suffolk Service

Administration fee: £400 per annum (paid in arrears quarterly after submission of the quarterly reporting of the Appendix 4: Quarterly Service Monitoring Form available in the service specification)

This covers reporting of stock levels/shortages, completing the quarterly Service Monitoring Form and liaising with other commissioned Providers in the event of stock shortages, as explained in the Service Outline. This funding also covers for additional of stock monitoring for the agreed list of medicines only in the case of a pandemic or local epidemic.

Reimbursement for out of date stock: An invoice proforma is included as Appendix 3 to the Service Specification for Providers to claim such costs. This covers the cost of medicines that have been purchased specifically to deliver this Service.

Training and Development

Pharmacists, locums and staff must be adequately trained regarding operation of these schemes.

Pharmacists should access the CPPE training: Palliative Care (open learning) in order to fulfil their professional capability and meet GPhC Professional Standard 5: Develop your professional knowledge and competence.
